Abstract: Stops and restarts MIDI I/O. 

extern OSStatus MIDIRestart();

This is useful for forcing the system to have drivers rescan hardware, especially in the case of serial MIDI interfaces.

New for CoreMIDI 1.1.

Result: An OSStatus result code.
